The United States Environmental Protection Agency (USEPA) has extended the deadline for submitting the 2024 Toxic Substances Control Act (TSCA) Chemical Data Reporting (CDR). The new deadline is November 22, 2024.
CDR regulations mandate that manufacturers and importers of chemicals on the TSCA Chemical Substance Inventory submit data on the manufacturing, processing, and use of these chemicals every four years. The 2024 reporting period covers activities from 2020 to 2023. This extension applies only to the 2024 submission period.
Importance of CDR Data
The CDR database aids various stakeholders, including USEPA, regulatory agencies, non-governmental organizations, industry, researchers, and communities, in understanding the types, quantities, and uses of chemicals produced or imported into the United States. This information is crucial for screening and prioritizing chemicals to assess potential human health and environmental impacts.
Reason for Extension [1]
The extension decision is in response to concerns about the 2024 reporting tool’s technical issues, particularly its ability to correctly capture substantiations for chemical identity confidential business information (CBI) claims across multiple chemicals. When using the copy function in the reporting tool, some questions and responses are not copied, leading to incomplete submissions. The tool also prevents users from adding the missing information if the copy function is used. The EPA expects to resolve this issue by the end of September. This issue only affects submissions that include multiple CBI claims. Currently, there are about 29 submissions with at least one CBI claim for a chemical identity. USEPA hasn’t yet confirmed how many of these involve more than one chemical identity being claimed as CBI.
